Based on Costa Rica’s officially submitted Request for Support to the Global Shield against Climate Risks, the Global Shield Solutions Platform (GSSP) will play a pivotal role in translating this strategic vision into concrete action. As one of the three implementing financing vehicles under the Global Shield, GSSP will be responsible for implementing the solutions responding to Costa Rica’s four priority areas, these are: enhancing the sustainability of the National Emergency Fund, expanding access to risk transfer mechanisms such as insurance, building technical capacities, and developing an open-access national risk data platform.
GSSP’s implementation efforts will focus on ensuring that pre-arranged financing instruments are responsive to the needs of the most climate-vulnerable sectors: critical infrastructure, tourism, agriculture and artisanal fisheries, and natural ecosystems. By working closely with national institutions such as the Ministry of Finance and the Superintendencia General de Seguros (SUGESE), and building on the outcomes of the In-Country Process, GSSP will offer targeted support and technical expertise. This approach will contribute not only to increasing financial protection but also to strengthening Costa Rica’s long-term resilience to climate-related events.
