The Global Shield Solutions Platform (GSSP) first Call for Proposals (CfP) for Costa Rica is now open.
Based on the Request for Climate and Disaster Risk Finance and Insurance (CDRFI) Support submitted to the Global Shield against Climate Risks Secretariat by the Ministry of Finance of Costa Rica, GSSP, as one of the Global Shield’s Financing Vehicles, structured a support package addressing the needs and gaps identified in Costa Rica’s Request for CDRFI Support.
As part of the support package, GSSP offers support in strengthening the insurance sector and developing an enabling environment for climate risk insurance and inclusive insurance solutions. GSSP now opens the first Call for Proposals (CfP) for this support element.

Tender Package CR_B1 + B2 – Regulatory diagnostic and development of regulation for parametric insurance
This tender package presents a sequenced assignment:
- Starting with a diagnostic study to provide recommendations supporting the enabling environment and market development through regulatory reform, while addressing barriers to the provision of inclusive insurance and climate risk insurance solutions.
- Followed by the development of specific regulations on parametric insurance to provide additional guidance to market actors and regulators regarding the development and implementation of such products.
